Investigating the Role of Private Sector Participation in Distribution Network Expansion Planning through Distributed Energy Resources Installation

چکیده :
Designing and distribution networks expansion planning has always posed a significant challenge in the realm of electrical networks. However, in recent years, the complexity of this design problem has escalated with the advent of distributed energy resources, particularly renewable sources. In most power networks, distribution companies bear substantial capital investment costs to establish these resources. In such circumstances, private sector investors can contribute to optimizing network design by funding the construction of distributed energy resources, thus alleviating some of the burden on electric companies. Consequently, this article proposes and examines the involvement of private sector investors in long-term distribution networks expansion planning, utilizing distributed energy resources. The proposed model evaluates the impact of resources created by investors in terms of reduced load levels and determines the optimal level of investor participation. This optimal solution is based on the interests of electric companies and investors, ensuring that electric companies achieve an acceptable level of load reduction while investors attain a suitable return on investment period. The proposed method is tested and implemented on a 54-bus network using the Harris Hawks Optimizer (HHO), with results demonstrating that the appropriate participation of the private sector and electric companies in long-term distribution networks expansion planning yields desirable outcomes.
